The legislature is a genuine instrument charged with the responsibility of exposing, preventing and enacting laws to address the problem of corruption in a society. The power of the legislature to investigate and expose corruption in Nigeria has its basis and legitimacy in the constitution and is a mechanism that works to monitor and maintain a watch on the actions of other branches of government. "It is expected that after a proper investigation of which will culminate in identifying the probable cause (s) of the threat, it is the legislature's task to create the legislation needed to combat it. In fact, the legislature exercises many functions from time to time depending on the political system, are essential and common to all legislatures in a democracy that must be properly carried out, otherwise such a democracy would be destroyed. This is the task of making law and acting as a guard on behalf of the people they represent. The sanctity of these roles put it more precisely: If the constitution is the embodiment of aspirations, ideals and the collective will of the people, parliament is the collective protector and overseer of the aspirations, ideals and collective will of the people. If the constitution is the social contract between the people and their government, parliament is the ombudsman and the arbiter of national interest. Indeed, if the constitution is (like the Bible, the Qur'an, and other religious treaties) covenants between the people and their leaders, parliament is the repository and protector of the oracle, the political covenant, and the social contract between the people and their government.
